    The Committee on Banking and Insurance moves to amend the title of the bill to read as follows:

    H. B. 4360 – “A BILL to amend and reenact §46A-2-122 and §46A-2-128 of the Code of West Virginia, 1931, as amended, relating to consumer credit protection; defining “zombie debt”; prohibiting the collection of or attempt to collect a debt for which the statute of limitations has expired, the original obligee no longer owns the debt, and the debtor has made no payment on the debt in at least ten years; and liability and penalties.”
